As I've mentioned before, two-way links are already accounted for by search engine spiders because not doing so already dismisses the essence of Internet 'authority'.
The best way to increase link popularity is through permanent one-way links. But that is almost impossible. Would you simply link to someone's website if its webmaster won't link to you? Definitely not. That's why there are link directories like addalinks.com
