Google-Yahoo deal, violating anti-trust laws?

Just recently, Yahoo! and Google, the Web's two largest companies in the search engine market, signed a non-exclusive deal that allows Google to put up its ads (specifically search ads) in Yahoo's web pages. Yahoo! executives say that these two companies will still compete for market share--even though they seem to have conceded that Google's search engine is much better.

Now, both companies are giving the Justice Department 100 days to scrutinize the deal and decided if it violates anti-trust laws or not before proceeding with it.
