One good kind of website that people should think of doing are directories. They are not exactly link farms because they serve a purpose, and yet you may get a lot of links from here by requiring all those who want to submit a website to link to your directory. A pretty clever plan, in my opinion.
However, how do we go on making an online directory? Like any other topic on this planet, there is an online forum for directory owners. Learn from it.
